Procurement of export-import licences

In connection with licensing it is important that we have to count with at least four participants:

  • the seller
  • the buyer
  • government authorities in the seller's country
  • government authorities in the buyer's country.

Foreign trade transactions are not only influenced by the business partners, but also the seller's and the buyer's government authorities, by their relevant

  • regulations and
  • licensing system.

  • being familiar with the relevant regulations of the partner countries with our know-how and information supplying techniques.

The licensing areas concerning the Hungarian foreign trade are as follows:

  • Two-step licensing for the foreign trade of some products (i.e. military technology, drugs and related raw materials
    • a prior business activity authorisation is being required (step 1)
    • then a trade licence is needed (step 2)
  • The licensing procedure has partly a normative character, however, setting up the conditions for the business requires expertise
  • There is another group of products for their foreign trade activity authorisation does not, but trading license is requested. These products provide 20-30% of export and 10-15 of import of Hungary . The licensing is required
    • either due to international agreements (for example agricultural, textile industry products
    • or for restriction purposes ( for example import restriction on some consumer goods).
    (An example for the introduction of a special import licensing system is the so-called "consumer goods global quota bid system". By this procedure, importing certain goods and country goods is subject to bid every half year, so the procedure is not granting a big turnover or normative basis for a newly established import enterprise, thus our good contacts can ensure efficient starting
  • Some goods require softer administrative but compulsory trade limitations, such as
    • monitoring systems, which need expertise, and
    • special certificates (i.e. phoeto-sanitary certificate, veterinary certificate).
  • Besides the licensing of foreign trade products, some foreign and international trade activities are subject to individual authorisation, such as
    • agency activity ,
    • reexport ,
    • export and import of work force
    • paid work
    which are connected to products bound to approval. These also require expertise, good contacts in order to ensure efficient starting and smooth operation of the business.
